The first meeting of the Coordination Center on introduction of activities on participation of Ukraine in implementation of EU strategy for the Danube Region took place.

On the 14th of October 2011 at the Cabinet of Ministers of Ukraine, the first meeting of the Coordination Center on introduction of activities on participation of Ukraine in implementation of EU strategy for the Danube Region took place. The meeting was attended by more than 20 officials, representatives of the Committee of EU - Ukraine, Danube Group of the Public Expert Council under the Committee.

Deputy Minister of Economic Development and Trade of Ukraine, deputy director of the Coordinational Center Mr. Vladimir Bandurov chaired the meeting. Mr. Bandurov proposed criteria for the selection of Ukrainian projects: feasibility, connection with other EU projects, and general context of the Danube.

Representative of Ministry of Infrastructure of Ukraine, Mr. Vladimir Kornienko reported to meeting participants that Ministry of Infrastructure has already taken part in the working group in Austria. The Railway Project Reni-Ismail that was proposed by Miniіstery of infrastructure of Ukraine caused more than 10 critical remarks. Mr. Bandurov strongly rejected the project on Belgorod-Dniesrtovsky MTP as a project that has not met the "territorial" criteria. The projects associated with river informational systems and collection of waste from ships on the Danube had the greatest support. Heated debate focused on highway Odessa - Reni (the cost of 15,8 billion USD, 2007). Avtodor of Ukraine (Road Agency) was strongly against of transmission this highway to public roads. It was proposed to build a "private" road on this route. Linking the project to village Orlovka had also criticism, which was underlined by Mr. Oleksandr Malin, deputy head of the Odessa Regional State Administration.

Mr. Sergiy Dubovik Deputy Minister (Ministry of Energy) represented priority direction "Development of sustainable energy". Bolgrad steam-gas power plant could be effective only in case of development of other energy projects, including project «SOLAR» - installation of solar collectors in the Odessa region of 2 to 4 MW and 3 to 5 MW. The question about the environmental risks of project completion Nizhnodnistrovsky PSS raised for several times. The project was “called into question".

Regarding the direction of "Promoting Culture and Tourism" (speaker – Ministry of Infrastructure) discussion focused on high tariffs on cruise ships` entry to the port Izmail.

Projects areas "Monitoring of environmental risks" and "Conservation of biodiversity, reserves, air and land quality" were presented by Mr. Vilman. Most of the projects were supported.

Regarding the priority of "Investing in education and training" the Ministry of Education and Science, Youth and Sports of Ukraine was proposed to involve transport high schools in Izmail in international training and student exchange – for future river-skippers.

Priority "Cooperation in overcoming the security challenges" was presented by head of International cooperation department of Ministry of Interior Affairs. The result of discussion was the necessity to determine priorities in cooperation with "Europol" in the frame of the project that was proposed by Bulgarian side.

The decision of the Coordination Centre was commissioned to: Ministry of Foreign Affairs - to provide information on international events related to the EU strategy for the Danube Region for all stakeholders; all ministries - to determine the final list of priority projects, to provide copies of orders appointing responsible persons for each project (direction) to the Ministry of Economy; to prepare presentations of projects; the Ministry of Finances - to prepare proposals for funding.

Unfortunately, at a meeting of the Coordination Center any proposals for a National Action Plan to implement the Danube Strategy were not sounded.
